Hi, This can vary from airline to airline.. Usually babies under 3 months can be held in hands traveling on the same seat but you have to clarify this with the airline. During your booking select infants* and not children for babies. Here is what Expedia says: * Infants are children under age 2. Each traveler age 12+ may accompany up to two infants in their own seats or one infant in the traveler's lap. Also there is a general rule for infants: they travel for free on domestic flights but usually there is a charge on the international ones.
